				<content:encoded><![CDATA[<p>Earlier this moth, the European Parliament’s industry committee <a href="https://www.euractiv.com/section/circular-economy/news/parliament-raises-recycling-goals-in-eu-critical-raw-materials-act/">voted</a> to endorse the EU’s draft Critical Raw Materials Act (CRMA &#8211; see our coverage here) which sets benchmarks to increase domestic capacity for critical minerals extraction in an effort to reduce the EU’s over-reliance on supplies from China and other countries.</p>
<p>The vote is a timely one and came on the same day 19 companies sent a <a href="https://www.bestmag.co.uk/nineteen-call-on-the-european-union-for-more-funding-to-stop-the-european-battery-value-chain-getting-left-behind/">joint letter to EU Commission President Ursula Von der Leyen</a> urging immediate action to strengthen the European battery value chain.</p>
<p>The joint letter, signed by companies like battery maker Northvolt, battery materials maker Umicore, recycler Li-Cycle, as well as miners and industry bodies including Recharge and Eurometaux, urges the creation of an equivalent to the EU Hydrogen Bank for the critical minerals sector. Acknowledging European efforts including the above-referenced CRMA and the Net Zero Industrial Act aimed at clean tech manufacturing, the signers argue these efforts aren’t targeted enough. While the U.S., they say<i>, “is fast catching up with its mammoth investment package under the Inflation Reduction Act, (…) Europe’s investment climate has been further worsened from the ongoing Ukraine conflict.”</i></p>
<p>While Europeans often point to accelerated efforts in the U.S. to strengthen critical mineral supply chains, U.S. observers question whether the U.S. is in fact doing enough to reduce its own over-reliance, pointing to challenges associated with both the Inflation Reduction Act provisions, as well as some other policy avenues that have recently been pursued particularly against the backdrop of ever-increasing material demand scenarios.</p>
<p>The latest case in point: a new <a href="https://www.csis.org/analysis/elevating-role-critical-minerals-development-and-security">CSIS White Paper</a> arguing that for all recent efforts, the U.S. government is currently lacking a coherent approach that truly acknowledges <i>“[m]ining’s strategic importance in ensuring decarbonization, strengthening national security, and contributing to economic development.” </i></p>
<p>The paper argues that failure to enact a comprehensive and bipartisan mineral resource strategy may only worsen the mineral-related imbalance in which the country finds itself, and recommends several steps to correct course, which range from broadening the definition of what constitutes a critical mineral <em>(see our <a href="https://americanresources.org/bearing-testimony-to-its-importance-to-the-green-energy-shift-doe-adds-copper-to-departments-critical-materials-list/">recent discussions of copper</a>, which recently made a Department of Energy list of critical materials but has yet to be incorporated into the overall U.S. Government’s critical mineral list)</em>, over designating a lead agency to formulate strategy, to increasing domestic extraction and processing and developing a more comprehensive narrative around the issue of mineral resource security <em>(see ARPN’s <a href="https://americanresources.org/permitting-reform-is-important-but-not-a-panacea-the-importance-of-a-comprehensive-all-of-the-above-approach-that-also-includes-grassroot-support/">latest post</a> on grassroots involvement). </em></p>
<p>As U.S. lawmakers return to the capital to work on unresolved policy issues this month, there are rumblings that momentum to tackle some of the mineral resource related agenda items has been waning, particularly <a href="https://americanresources.org/permitting-reform-is-important-but-not-a-panacea-the-importance-of-a-comprehensive-all-of-the-above-approach-that-also-includes-grassroot-support/">a push to further permitting reform</a>.  Perhaps a look across the pond to Europe, where stakeholders aim to kick mineral resource supply chain security efforts into high gear, can serve as the nudge U.S. stakeholders need to push forward with an all-of-the-above approach to mineral resource security, as the global race for resources will only continue to heat up.</p>

<p><b>“Google exec: &#8216;Significant mining&#8217; is key to net zero”</b></p>

<p>You’ll see that Google has moved from support for <em>“urban mining”</em> – recycling the mountains of cell phones and other electronic gadgets we generate as we upgrade to new devices – to the kind of mining that’s not a metaphor, involving extracting metals and minerals from the ground.</p>
<p>So says Google exec Mike Werner, head of circular economy at the company, as reported by GreenBiz.  Urban mining <em>“…won’t be enough to uncover all the minerals and metals to make new Google hardware that is sustainably sourced or to meet the needs of the clean energy systems behind the company’s net-zero goals, according to Mike Werner, head of circular economy for Google. ‘We’ve done some modeling, and it’s pretty clear that we are not going to reach net zero without significant mining,’ Werner told an audience last week at the <a href="https://www.greenbiz.com/events/circularity/2023">Circularity 23 conference</a>. ‘I don’t know that the broad sustainability community has really understood that.’&#8221;     </em></p>
<p>Werner reiterated that<em> “while urban mining will ‘play an important role into the market, it is insufficient to meet the demands of net zero.’”</em></p>
<p>As I’ve said since the early days of ARPN, however much our new world moves cell calls through the air and data to the Cloud, the invisible hand of technology hides the fact that, as in the<a href="https://www.youtube.com/watch?v=MvgN5gCuLac"> old George Carlin monologue</a>, our <a href="https://americanresources.org/consumption-missing-element-in-discussion-over-mineral-resource-development/">stuff is still made of stuff</a>.  Without access to the requisite materials in the required supply, the United States will continue to be a place where the stuff we buy may say <em>“Designed in the U.S.,”</em> but <em>“Made in China,”</em> or some other country, as factories move to where the metals are.</p>
<p>So hats off to Google, as it comes to grips with the mineral and metals intensity of our new world, and what that means for resource exploration, development and production.  The <a href="https://americanresources.org/are-we-ready-for-the-tech-metals-age-thoughts-on-critical-minerals-public-policy-and-the-private-sector/">Tech Metals Age</a> is here to stay.</p>

				<content:encoded><![CDATA[<p>In a <a href="https://foreignpolicy.com/2022/09/16/inflation-reduction-act-critical-mineral-chains-congress-biden/">comprehensive new piece</a> for Foreign Policy, director of the Payne Institute and professor of public policy at the Colorado School of Mines Morgan Bazilian, and postdoctoral fellow at the Jackson Institute for Global Affairs at Yale University Gregory Brew take a closer look at the recently passed Inflation Reduction Act’s energy provisions, which in their view holds the key to <i>“reclaiming critical mineral chains.”</i></p>
<p>While providing billions of dollars to <i>“buttress U.S. energy security while also addressing climate change,”</i> the IRA ties EV tax credits to strict sourcing restrictions:</p>
<p>Qualified cars must be assembled in North America and adhere to mandated <i>“escalating levels of critical minerals to be sourced from the U.S. or a country with a free-trade agreement with the U.S.”</i></p>
<p>The escalating levels of sourcing requirements for applicable battery critical minerals (with the bill defining an extensive list of applicable minerals) <a href="https://www.greencarcongress.com/2022/08/20220809-ira.html">are as follows</a>:</p>
<blockquote><p><i>“40% for a vehicle placed in service before 1 January 2024;</i></p>
<p><i>50% for a vehicle placed in the service during calendar year 2024;</i></p>
<p><i></i><i>60% for a vehicle placed in service during calendar year 2025;</i></p>
<p><i></i><i>70% for a vehicle placed in service during calendar year 2026; and</i></p>
<p><i></i><i>80% for a vehicle placed in service after 31 December 2026.</i></p>
<p><i></i><i>The bill places similar restrictions on the percentage of value of the components, but leading up to a 100% requirement for vehicles placed in service after 31 December 2028.”</i></p></blockquote>
<p>Write Bazilian and Brew:</p>
<blockquote><p><i>“For the first time, U.S. policy is directly tying the supply of these little-understood minerals to a massive paradigm shift in the automobile market. As the markets for these materials are diverse, global, and dominated largely by China, this offers a rare instance of bipartisan concern.</i></p>
<p><i></i><i>The purpose of the policy is threefold. The Biden administration wants to accelerate the energy transition to low carbon technologies; encourage domestic manufacturing; and improve U.S. energy security, ostensibly by reducing its dependence on foreign supplies of the minerals needed to support the energy transition.”</i></p></blockquote>
<p>However, as followers of ARPN well know, the sourcing requirements pose a fundamental challenge for the United States, leading Bazilian and Brew to conclude that <i>“[w]here the 20th century featured battles over access to oil, the 21st century will likely be defined by a struggle over critical minerals, particularly as the United States views China as a global competitor and strives to limit its reliance on Chinese supplies for EV manufacturing and a wide variety of energy and defense technologies.”</i></p>
<p>Outlining the scope of the geopolitical challenges and China’s dominance along the critical minerals value chain, as well as the United States’ need to catch up, Bazilian and Brew identify <em>“five essential areas” that can “help provide the basis for a vibrant, more resilient, and more robust set of supply chains – and thus support energy transitions effectively”</em>:</p>
<ol>
<li>A focus on sustainable mining, building on the dramatic improvements of mining practices over the last decades, will not only provide cutting edge solutions but also allow “for a new narrative to emerge for the sector” which is still seen as “dirty, outmoded and unsophisticated.”</li>
<li>Increasing transparency and functionality in critical mineral markets can help eliminate “ineffective market signals for investment, obstacles that can cause huge roadblocks to production and trade.</li>
<li>Reframing the debate on critical minerals in the context of supply chains rather than “just rocks,” and taking into consideration the <i>“gateway metal”</i> and <i>“coproduct”</i> relationships (Bazilian and Brew use different terminology but invoke <a href="https://americanresources.org/new-arpn-report-through-the-gateway/">the same concept ARPN followers are familiar with</a>) of many critical minerals will help stakeholders design effective policy solutions.</li>
<li>Circular economy concepts in which recycling of materials once products reach the end of their life span need to be emphasized and strengthened and harnessed in the U.S., where rates are <i>“terribly low.”  </i></li>
<li><em id="__mceDel"><i>A focus on permitting as well as social acceptance will hold <em id="__mceDel"><i>“a key to success in the critical mineral space.”</i><i> </i></em></i></em></li>
</ol>
<p>Bazilian and Brew conclude:</p>
<blockquote><p><i>“The IRA promises a drastic reduction in U.S. carbon emissions and an acceleration of the energy transition away from fossil fuels. The United States needs more wind turbines, solar panels, and electric cars. But to make that possible, it will need more mines.”</i></p></blockquote>
<p><i></i>As Shane Lasley outlines in his most recent publication, “<a href="https://www.metaltechnews.com/section/critical_minerals_alliances_2022">Critical Mineral Alliances 2022</a>,” we have an entire arsenal from which we can draw to succeed in the 21<sup>st</sup> Century battle over critical minerals, but it will take a concerted effort, and one that requires reaching across the political aisle:</p>
<blockquote><p><i>“[t]he optimum solution to laying the foundation for the next epoch of human progress will only be discovered through the forging of unlikely alliances between the woke and old school, environmental conservationists and natural resource developers, liberals and conservatives, national laboratories and private sector entrepreneurs, local stakeholders and global mining companies, venture capitalists and innovators, and everyone else with visions of a cleaner, greener, and high-tech future.”</i></p></blockquote>
<p><i></i>From where we stand, the challenge of the 21<sup>st</sup> Century’s Tech Metals Age begins with a change in mindset toward mining.</p>

<p>Acknowledging bipartisan efforts to strengthen U.S. critical mineral supply chains in the past year, for which she says Congress should be commended, Adler says “<i>the truth is the United States won’t be able to produce or stockpile its way out of the current critical mineral crisis.” </i></p>
<p>She argues that leveraging the circular economy model in the context of which stakeholders <i>“recover still-viable critical materials from existing products and reintegrate them into commerce via a ‘reverse supply chain,’ rather than solely extracting new minerals from mines,”</i> can not only <i>“prevent environmental degradation and combat climate change by reducing waste and limiting the need for new, carbon-intensive manufacturing and extraction,”</i> but <i>“will also be crucial to reducing the United States’ dependence on strategic adversaries for critical minerals.”</i><i> </i></p>
<p>Adler cites USGS numbers and a recent peer-reviewed study <i>indicating “that recycling from select consumer goods and recovery from the byproducts of other mining and phosphate processing could yield from two to 11 times the volume of rare earth elements that could be extracted through processing the raw materials.”</i></p>
<p>She adds:</p>
<blockquote><p><em>“Although cost, availability and quality are major factors in the success of recycling, the potential is nevertheless there to retrieve up to three-and-a-half times more dysprosium from recycling earbuds than from ores, six times more lanthanum from hybrid batteries, six times more neodymium from spent polishing powders and 11 times more scandium from aluminum and other “red mud” ore processing.  This yield could be a significant secure source of critical materials with the acceleration of the circular economy.”</em></p></blockquote>
<p>Australia is also looking to the circular economy as part of its efforts to <i>“treat… this waste as a source of value,”</i> which a <a href="https://theconversation.com/tapping-mineral-wealth-in-mining-waste-could-offset-damage-from-new-green-economy-mines-183232">recent piece in The Conversation</a> considers a means to <i>“reducing the environmental footprint of mining while producing critical minerals and other vital products such as sand.”</i></p>
<p>The Conversation piece cites a number of promising initiatives ranging from miners looking to recover what comprises one of the largest deposits of rare earth elements from the tailings from iron ore mining at the Luossavaara-Kiirunavaara Aktiebolag mine in Sweden via a circular industrial park and projects to recover critical materials from coal ash, to investments in secondary prospecting and development such as Rio Tinto’s A$2 million <a href="https://www.mining.com/rio-tinto-partners-with-nonprofit-to-support-habitat-restoration/">investment into a new startup</a> using income from mine waste mineral recovery to pay for mining site rehabilitation.</p>
<p>However, given the sheer size and scope of our nation’s critical mineral woes against the backdrop of ever-increasing geopolitical stakes, the solution to our mineral resource and supply chain challenges still lies in a comprehensive <i>“all-of-the-above”</i> approach, in which closing the loop is one tool in our toolkit.</p>
<p>Adina Renee Adler acknowledges this in her piece.  While outlining the potential of the circular economy, she stresses the importance of closing the loop for certain metals and minerals <i>“in tandem with its efforts to boost domestic production of critical materials.”</i></p>
<p>As ARPN <a href="https://americanresources.org/?s=circular+economy">has stated elsewhere</a>, there is no immediate silver bullet, but against mounting resource pressures, focusing on closing the loop and building out domestic production and processing capabilities — while at the same time fostering cooperation with close allies and scaling up research and development — are all essential to secure resource supplies in the long run.</p>

				<content:encoded><![CDATA[<p>Against the backdrop of the accelerating global push towards net zero carbon emissions, the authors of a <a href="https://assets.kpmg/content/dam/kpmg/cr/pdf/resourcing-the-energy-transition.pdf">May 2021 KPMG study</a> on <i>“geographical and geopolitical constraints to the supply of resources critical to the energy transition”</i> and the associated <i>“call for a circular economy solution”</i> titled the first chapter of their report <i>“From OPEC to ‘OMEC’: the new global energy ecosystem.”</i> In a then little-noticed footnote the authors explained that <i>“OMEC”</i> was a <i>“freshly minted acronym for ‘Organisation of Mineral Exporting Countries’”</i> – a grouping that <i>“may not yet exist, but the point remains: geopolitical power could shift from oil-dominated countries to critical metal-dominated countries.” </i></p>
<p><i>“There is an underappreciated risk to the energy transition: the supply of clean energy depends on mined natural resources, which are steeped in geological, geopolitical, and governance challenges,”</i> wrote the authors at the time.</p>
<p>Fast forward twelve months to our vastly changed geopolitical landscape, and the <i>“freshly minted acronym” </i>may go from footnote to required subject of global public policy considerations.</p>
<p>As  Tsvetana Paraskova writes for <a href="https://oilprice.com/Metals/Commodities/The-Battery-Boom-Will-Redraw-Geopolitical-Maps.html">OilPrice.com</a>, <i>“Russia’s invasion of Ukraine has exposed, once again, the vulnerability of the global energy markets and economy to the actions of petrostates with the power to weaponize their energy resources for political purposes.”</i> She adds that as the European Union attempts to wean itself off Russian oil and gas and accelerate the shift to renewables, other harsh geopolitical realities come into focus:</p>
<blockquote><p><em>“Countries that aren’t Saudi Arabia, Iraq, and Iran hold vast resources of the metals and minerals that will be critical to enabling a faster energy transition. But those resource holders also include Russia, China, and a host of African and South American nations still living ‘the resource curse’, where conflict, forced and child labor, and critically low environmental standards are undermining the ‘green’ credentials of the clean energy transition.”</em></p></blockquote>
<p>With a confluence of factors — pandemic-induced supply chain shocks, increasing resource nationalism in various parts of the world, and Russia’s invasion of Ukraine — having completely altered the Post-Cold War geopolitical landscape and mineral resource security calculus, the new global energy ecosystem could indeed see a transformational shift “from OPEC to OMEC.”</p>
<p>We know how decades of petro-dependency warped geopolitics and challenged national security.  The question as we move from “OPEC to OMEC” is whether the U.S. and its allies will trade petro-dependency for tech metal-dependency – or will U.S. policy makers and other stakeholders be able to chart a course that will provide much needed security for 21<sup>st</sup> century supply chains?</p>

				<content:encoded><![CDATA[<p>As the global battery arms race continues to heat up amidst surging demand for EV battery technology and energy storage systems, a <a href="https://www.ft.com/content/e88e00e3-0a0c-469a-986b-1ffda60b6aee">recent Financial Times piece</a> explores the themes of urban mining and closed-loop solutions to increase critical mineral resource supply.</p>
<p>The piece outlines a significant challenge with regards to today’s critical mineral resource supply chains:</p>
<blockquote><p><em>“The biggest source of cobalt at the moment is the DRC, where it is often extracted in both large industrial mines and also dug by hand using basic tools. Then it might be shipped to Finland, home to Europe’s largest cobalt refinery, before heading to China where the majority of the world’s cathode and battery production takes place. From there it can be shipped to the US or Europe, where battery cells are turned into packs, then shipped again to automotive production lines. </em></p>
<p><em>All told, the cobalt can travel more than 20,000 miles from the mine to the automaker before a buyer places a “zero emission” sticker on the bumper.” </em></p></blockquote>
<p>The piece cites proponents of closed-loop systems suggesting that car emissions can be cut by more than half if the batteries used are continually recycled, and points to a  2019 World Economic Forum estimate that a <em>“circular battery value chain”</em> could account for 30 per cent of the emissions cuts needed to meet the targets set in the Paris accord and <em>“create 10m safe and sustainable jobs around the world”</em> by 2030.</p>
<p>While promising – with some arguing that not only could recycling aid supply constraints and help the environment but also prove to be cheaper — bringing urban mining to scale remains challenging, with one issue being design parameters of products failing to consider the product’s end of life and making disassembly <em>“so laborious that it becomes impractical.”</em></p>
<p>However, against the backdrop of <em>“broad political support for electric vehicles and policies to address climate change”</em> the Financial Times piece argues that while <em>“niche today, urban mining is set to become mainstream this decade.”</em>    Advanced materials science is doing its part, and we have previously <a href="https://americanresources.org/squaring-the-circle-the-circular-economy-urban-mining-and-mineral-resource-policy/">featured</a> several research projects and promising initiatives by several mining companies to close the loop in their operations.</p>
<p>The rise of the urban mine and the circular economy will undoubtedly continue.  However, we stand by what we <a href="https://americanresources.org/squaring-the-circle-the-circular-economy-urban-mining-and-mineral-resource-policy/">said</a> a while back:</p>
<blockquote><p><em>“Urban mining will by no means obviate the need for traditional mining and is as such not a panacea for supply woes.  With innovations in the field and concerted efforts to not only improve extraction technologies, but to also develop products and materials in ways that lend themselves to easier reclamation of metals, it does, however, represent a viable opportunity to alleviate pressures – and as such deserves to be factored into any comprehensive mineral resource strategy.”</em></p></blockquote>
<p>As Brian Menell, founder of TechMet, a partly U.S. government-owned investment company told the Financial Times:</p>
<blockquote><p><em>“In 10 years’ time a fully optimised developed lithium-ion recycling battery industry will maybe provide 25 per cent of the battery metal requirements for the electric vehicle industry (…) So it will be a contributor, but it’s not a solution.”</em></p></blockquote>
<p>The solution to our mineral resource and supply chain challenges lies in a comprehensive <i>“all-of-the-above”</i> approach.  There is no immediate silver bullet, but against mounting resource pressures, focusing on closing the loop AND building out domestic production and processing capabilities — while at the same time fostering cooperation with close allies and scaling up research and development — is the only viable path to success in the long run.</p>

				<content:encoded><![CDATA[<p>With the release of its 100-Day Supply Chain Report, the Biden Administration has sent a strong signal that it is serious about stepping up U.S. efforts to secure domestic supply chains — especially for the four areas covered by the report: semiconductor manufacturing and advanced packaging; pharmaceuticals and active pharmaceutical ingredients (APIs), and, of particular interest for followers of ARPN, large capacity batteries, as well as critical minerals and materials.</p>
<p>In its commitment to ensure a stable supply for these tech sectors, the Administration has embraced an <em>“all of the above”</em> approach to critical mineral security, which spans all segments of the supply chain and a broad array of strategies. In the run-up to the Report’s release, there were news reports that the Administration would focus on expanding domestic processing and rely on allies and other nations to mine the minerals and metals. However, both the 100-Day Supply Chain Assessment and subsequent statements by Administration officials like Secretary of Energy Jennifer Granholm have made clear that the <em>“all of the above”</em> referenced by DoD, or the <em>“wrap-around strategy”</em> Sec. Granholm has touted, would not only include recycling and substitution as well as partnering with close allies such as Canada and Australia, but also new domestic mining — with the caveat that it be <em>“sustainable”</em> and <em>“responsible.”</em></p>
<p>This is good news for the mining sector, which has <a href="http://americanresources.org/sustainably-greening-the-future-changes-in-mining-technology-for-the-new-decade/">recognized</a> <em>“[its] responsibility and trying to meet the increased expectations of consumers, society and governments”</em> to contribute towards the push towards a greener energy future and has increasingly been harnessing advances in materials science and technology to meet the challenge of developing a domestic critical minerals supply while maintaining and advancing responsible mining practices.</p>
<p>Over the past few months, ARPN has been highlighting initiatives by mining companies to sustainably green the future, ranging from overhauling supply chain policies to ensure suppliers conform to certain environmental and social standards, to incorporating renewable power sources into their operations to offset some of the carbon costs of resource development. With the 100 Day Report focusing a new level of attention on critical minerals supply chains, ARPN is spotlighting several new initiatives across the entire spectrum of the supply chain, from upstream to downstream.</p>
<p>-	DoE has <a href="https://www.thinkgeoenergy.com/bhe-renewables-receives-15m-in-u-s-doe-grant-funding-for-geothermal-lithium-demonstration-project/">provided funding</a> for BHE Renewables’s lithium extraction efforts from geothermal brine at its operations in the Salton Sea, California, where the almost $15 million award will go towards constructing a demonstration plant to convert lithium chloride into battery-grade lithium hydroxide.</p>
<p>-	U.S.-based precious metals producing and processing group Comstock Mining <a href="https://www.miningmagazine.com/sustainability/news/1404188/comstock-going-climate-smart">has partnered</a> with others to <em>“deploy novel [clean energy] technologies for gold processing and extraction across its portfolio”</em> and aims to <em>“efficiently reprocess and renew silver and other strategic metals as part of a ‘clean energy transition’ towards ‘climate-smart mining.’”</em></p>
<p>-	Having developed a patented process for recycling cathode materials from spent lithium-ion batteries, Canada-based American Manganese, an industry member of the U.S. Department of Energy’s Critical Materials Institute (CMI), <a href="https://resourceworld.com/american-manganese-up-on-battery-recycling-news/0">is working</a> with U.S. National Labs to <em>“promote a circular economy for the lithium-ion battery supply chain and set the standard for high recovery and purity of cathode materials from spent lithium-ion batteries.”</em> American Manganese’s battery recycling work even received a “shout-out” in the <a href="https://www.whitehouse.gov/wp-content/uploads/2021/06/100-day-supply-chain-review-report.pdf">White House’s 100 Day Report</a>.</p>
<p>-	Rio Tinto has announced <a href="https://www.morningstar.com/news/dow-jones/202103086819/rio-tinto-to-build-utah-plant-to-recover-tellurium">plans</a> to construct a new plant to recover tellurium, a co-product of copper refining and a material critical to the green energy transition, at its Kennecott mine in the Utah. By harnessing an innovative extraction processes at an already existing mine site, the company is able to reduce waste while adhering to federal and state environmental standards and minimizing the carbon footprint of the operation – achievements that align well with the 100 Day Report’s objectives.</p>
<p>-	Epiroc, a Europe-based developer/producer of drill rigs, rock excavation and construction equipment, has updated its North American <a href="https://im-mining.com/2021/02/24/epiroc-combines-north-american-underground-mining-strategy-new-combined-us-canada-market-apporach/">underground mining market strategy</a> to reflect <em>“increasing demand for electrification solutions that deliver savings on maintenance, ventilation and cooling while lessening environmental footprint.”</em> The strategy seeks to support North American mining operations through battery-electric, zero-emission equipment.</p>
<p>-	Clean energy start-up Heliogen has announced a <a href="https://www.cnn.com/2021/03/24/business/heliogen-solar-bill-gates-rio-tinto/index.html">partnership with Rio Tinto</a> to deploy its solar technology at the the largest open pit mine in California, Rio Tinto’s borate project in Boron, California. Using artificial intelligence and computer-vision-controlled mirrors, Heliogen will harness the power of the sun to power operations while cutting the project’s carbon footprint.</p>
<p>-	And more is happening at Boron: Drawing on its longstanding partnership with DOE’s CMI, Rio Tinto <a href="https://www.miningweekly.com/article/rio-tinto-produces-battery-grade-lithium-from-waste-rock-at-us-mine-2021-04-07">has begun producing</a> battery-grade lithium at a demonstration plant located at the operation using a new extraction process developed on-site. As part of the company’s <a href="https://www.mining-journal.com/sustainability/news/1379133/full-value-mining-sees-rio-tinto-develop-new-products">full-value mining strategy</a>, the global miner seeks to recover lithium out of waste piles stemming from more than 90 years of mining at the site.</p>
<p>-	Barrick Gold Corporation is looking to <a href="https://im-mining.com/2021/03/22/barrick-golden-sunlight-mine-closure-project-montana-will-see-pyrite-sulphur-tailings-sold-ngm-gold-processing/">reprocess tailings</a> at the currently-closed Golden Sunlight Mine in Montana. The project would focus on removing and concentrating sulfur (iron pyrite) —a source of potential water pollution from the mine site. The sulfur would then be sold to and used in gold production by Nevada Gold Mines (NGM). According to Barrick company statements, the combination of rehabilitation with value creation would serve as a model for Barrick’s future mine closures.</p>
<p>Of course, more can and should be done. But, as Secretary Granholm <a href="https://www.energy.senate.gov/hearings/2021/6/full-committee-hearing-to-examine-the-president-s-fy-2022-budget-request-for-the-department-of-energy">told</a> U.S. Senators last week:</p>

				<content:encoded><![CDATA[<p>The Biden Administration has shifted focus to its next major legislative priority in the context of the president’s <em>“Build Back Better”</em> agenda — a multi-trillion dollar jobs and infrastructure package. Billed as a <a href="https://www.nytimes.com/2021/03/22/business/biden-infrastructure-spending.html">plan to make the economy more productive through investments in infrastructure, education, work force development and fighting climate change</a>, the package will likely dominate the agenda in Washington, DC for the next months.</p>
<p>Tackling America’s crumbling infrastructure will be a behemoth challenge, as we’re not just talking about railways, roads, tunnels and bridges. (Read ARPN principal Daniel McGroarty’s piece on infrastructure reform from a while back <a href="https://www.investors.com/politics/commentary/its-not-your-granndfathers-infrastructure/">here</a>.) But the challenge is even bigger — not only are partisan battle lines drawn, the package will have to reconcile massive needs for material inputs underpinning infrastructure and clean energy investments with inherent geopolitical and sustainability implications.</p>
<p>As policy makers gear up to reconcile the issues we already outlined in more detail <a href="http://americanresources.org/the-road-to-building-back-better-is-paved-with-critical-metals-and-minerals/">here</a> and <a href="http://americanresources.org/the-rise-of-the-urban-mine-reconciling-resource-supply-needs-and-sustainability/">here</a> — the mining industry, recognizing the growing demand for sustainable mining processes that allow for the responsible extraction of critical minerals in North America, has embraced and harnessed advances in materials science and technology to strike a greater balance between mining and environmental protections.</p>
<p>We’ve already highlighted a series of initiatives by mining companies to significantly reduce carbon emissions or even <em>“close the loop,” </em> (take a look <a href="http://americanresources.org/sustainably-greening-the-future-how-the-mineral-resource-sector-seeks-to-do-its-part-to-close-the-loop/">here</a> and <a href="http://americanresources.org/sustainably-greening-the-future-how-the-mineral-resource-sector-seeks-to-do-its-part-to-close-the-loop/">here</a>) but more are underway, so it’s time for another <em>“Sustainably Greening the Future”</em> Roundup.</p>
<p>Suppliers of mining operations are also doing their part. As the Biden Administration has already made clear that it will look to increase cooperation with Canada in its quest to secure critical mineral resource supply chains, we’ll include both U.S. and Canadian initiatives in this iteration:</p>
<ul>
<li>British Columbia-based Teck Resources Ltd., Canada’s largest metallurgical coal producer, has announced <a href="https://www.mining.com/teck-aims-for-carbon-neutrality-by-2050/">plans</a> to reduce the carbon intensity of its operations by 33% over the next decade and is aiming for carbon neutrality by 2050 by using more clean energy in its operations.</li>
<li>Having developed a patented process for recycling cathode materials from spent lithium-ion batteries, Canada-based American Manganese, an industry member of the U.S. Department of Energy’s Critical Materials Institute (CMI), <a href="https://resourceworld.com/american-manganese-up-on-battery-recycling-news/0">is working</a> with U.S. National Labs to <em>“promote a circular economy for the lithium-ion battery supply chain and set the standard for high recovery and purity of cathode materials from spent lithium-ion batteries.”</em></li>
<li>U.S.-based precious metals producing and processing group Comstock Mining <a href="https://www.miningmagazine.com/sustainability/news/1404188/comstock-going-climate-smart">has partnered</a> with others to <em>“deploy novel [clean energy] technologies for gold processing and extraction across its portfolio”</em> and aims to <em>“efficiently reprocess and renew silver and other strategic metals as part of a &#8216;clean energy transition&#8217; towards &#8216;climate-smart mining.&#8217;”</em></li>
<li>Rio Tinto has announced <a href="https://www.morningstar.com/news/dow-jones/202103086819/rio-tinto-to-build-utah-plant-to-recover-tellurium">plans</a> to construct a new plant to recover tellurium, a co-product of copper refining and a material critical to the green energy transition, at its Kennecott mine in the Utah. By harnessing an innovative extraction processes at an already existing mine site, the company is able to reduce waste while adhering to federal and state environmental standards and minimizing the carbon footprint of the operation.</li>
<li>Epiroc, a Europe-based developer/producer of drill rigs, rock excavation and construction equipment, has updated its North American underground <a href="https://im-mining.com/2021/02/24/epiroc-combines-north-american-underground-mining-strategy-new-combined-us-canada-market-apporach/">mining market strategy</a> to reflect <em>“increasing demand for electrification solutions that deliver savings on maintenance, ventilation and cooling while lessening environmental footprint.”</em> The strategy seeks to support North American mining operations through battery-electric, zero-emission equipment.</li>
<li>Clean energy start-up Heliogen has announced a <a href="https://www.cnn.com/2021/03/24/business/heliogen-solar-bill-gates-rio-tinto/index.html">partnership with Rio Tinto</a> to deploy its solar technology at the the largest open pit mine in California, Rio Tinto’s borate project in Boron, California. Using artificial intelligence and computer-vision-controlled mirrors, Heliogen will harness the power of the sun to power operations while cutting the project’s carbon foot print.</li>
<li>And more is happening at Boron: Rio Tinto <a href="https://www.miningweekly.com/article/rio-tinto-produces-battery-grade-lithium-from-waste-rock-at-us-mine-2021-04-07">has begun producing</a> battery-grade lithium at a demonstration plant located at the operation using a new extraction process developed on-site. As part of the company’s <a href="https://www.mining-journal.com/sustainability/news/1379133/full-value-mining-sees-rio-tinto-develop-new-products">full-value mining strategy</a>, the global miner seeks to recover lithium out of waste piles stemming from more than 90 years of mining at the site.</li>
<li>Barrick Gold Corporation is looking to <a href="https://im-mining.com/2021/03/22/barrick-golden-sunlight-mine-closure-project-montana-will-see-pyrite-sulphur-tailings-sold-ngm-gold-processing/">reprocess tailings</a> at the currently-closed Golden Sunlight Mine in Montana. The project would focus on removing and concentrating sulfur (iron pyrite) —a source of potential water pollution from the mine site. The sulfur would then be sold to and used in gold production by Nevada Gold Mines (NGM). According to Barrick company statements, the combination of rehabilitation with value creation, would serve as a model for Barrick’s future mine closures.</li>
</ul>
<p>There is a lot of activity here — and we’ll continue to feature these initiatives going forward.</p>

				<content:encoded><![CDATA[<p>The new Biden Administration has made clear that addressing the issue of climate change is a key priority for the next four years, and a flurry of first-week executive orders leave no doubt that the Administration intends to double down on the President’s ambitious goal to make the United States carbon neutral by 2050.</p>
<p>As we previously <a href="http://americanresources.org/sustainably-greening-the-future-how-the-mineral-resource-sector-seeks-to-do-its-part-to-close-the-loop/">pointed out</a>, the emphasis on shifting towards a lower carbon future will not only have to be reconciled with the fact that the <em>“future energy system will be far more mineral and metal-intensive than it is today,”</em> but also with the growing realization that as we push to reduce greenhouse gases, we can’t ignore the geopolitical challenges associated with the supply chains for the metals and minerals underpinning the green energy shift — a realization the urgency of which the ongoing COVID-19 pandemic has only reinforced.</p>
<p>In light of these challenges, the mineral resource sector has been stepping up its efforts to pursue closed-loop solutions that prioritize recycling, reclamation and sustainability.</p>
<p>The concept of a circular economy, into which these closed-loop solutions are tied is a system which thrives on sustainability and focuses mainly on refining design production and recycling to ensure that little to no waste results. The concept itself is not new, but with technological advances and against the backdrop of an increasingly interconnected world, it has gained traction in recent years.</p>
<p>Thankfully, from a critical mineral resource supply perspective, the properties of many metals and minerals make them ideal candidates for urban mining, a key part of the circular economy.</p>
<p>The Fraunhofer ISI, a German research organization, recently released a <a href="https://www.isi.fraunhofer.de/content/dam/isi/dokumente/ccn/2020/Fraunhofer_ISI_Urban_Mining.pdf">paper</a> on <em>“The Promise and Limits of Urban Mining,”</em> which, if you’re looking for a refresher on the concept and its current manifestations, is well worth a read. According to the Institute, <em>“Urban Mining aims to manage and use these materials as a source of raw material supply, utilizing not only the waste of today but also anticipating and capturing the value contained in the waste of tomorrow. Urban Mining is an important part of the Circular Economy and provides a degree of independence from natural resources, increasing supply security.”</em></p>
<p>We recently <a href="http://americanresources.org/sustainably-greening-the-future-how-the-mineral-resource-sector-seeks-to-do-its-part-to-close-the-loop/">outlined</a> a series of initiatives in the critical mineral resource sector harnessing technological advances to pursue closed-loop solutions, and the list continues to grow as the industry increasingly recognizes its responsibility to fulfill supply needs while meeting the growing sustainability expectations of consumers, society and governments.</p>
<p>While we are still a long ways away from squaring the circle, expect the Urban Mine to play a greater role in the years to come, and we will continue to feature initiatives and projects on our blog going forward.</p>

				<content:encoded><![CDATA[<p>Merely days after assuming office U.S. President Joe Biden has already signed a series of executive orders on climate change and related policy areas, marking an expected shift in priorities from the preceding Administration.</p>
<p>But even before, and irrespective of where you come down on the political spectrum, there was no denying that we find ourselves in the midst of a global green energy transition. At ARPN, we have long made the case that the current push towards a lower-carbon future is not possible without critical metals and minerals — lots of them.</p>
<p>As the World Bank outlined last year, and as confirmed by various other studies, <em>“the future energy system will be far more mineral and metal-intensive than it is today,”</em> as Dr. Morgan Bazilian, Director of the Payne Institute and Professor of Public Policy, Colorado School of Mines <a href="http://americanresources.org/full-senate-committee-hearing-on-minerals-and-clean-energy-technologies-outlines-the-high-stakes-of-resource-policy/">told</a> members of Congress.</p>
<p>The World Bank report, entitled <em>“The Mineral Intensity of the Clean Energy Transition,”</em> published in the spring of 2020 estimated that production of metals and minerals like graphite, lithium and cobalt will have to increase by nearly 500 percent by 2050 to meet global demand for renewable energy technology. To achieve the transition to a below 2°C pathway as outlined by the Paris Agreement, the deployment of wind, solar and geothermal power, as well as energy storage will require more than three billion tons of minerals and metals.</p>
<p>The renewed emphasis on shifting towards a lower carbon future will not only have to be reconciled with the above referenced facts, but also with the growing realization that as we push to reduce greenhouse gases, we can’t ignore the geopolitical challenges associated with the supply chains for the metals and minerals underpinning the green energy transition — a realization the urgency of which the ongoing COVID-19 pandemic has only reinforced.</p>
<p>As entire supply chains are being overhauled, the mining and resource sector, which represents one of the most energy-intensive industries on the planet, is increasingly <em>“<a href="http://americanresources.org/sustainably-greening-the-future-changes-in-mining-technology-for-the-new-decade/">recognizing</a> [its] responsibility and trying to meet the increased expectations of consumers, society and governments”</em> to contribute towards the push towards a greener energy future. Thankfully, the industry can harness advances in materials science and technology to meet the challenge of restoring a balance between mining and environmental protection.</p>
<p>Last year, we outlined several initiatives by mining companies to <em>“close the loop,”</em> ranging from overhauling supply chain policies to ensure suppliers conform to certain environmental and social standards, to incorporating renewable power sources into their operations to offset some of the carbon costs of resource development. (Take a look <a href="http://americanresources.org/sustainably-greening-the-future-changes-in-mining-technology-for-the-new-decade/">here</a>.)</p>
<p>Since then, many more steps have been taken by mining companies big and small, and we’re taking the opportunity to highlight several today:</p>
<ul>
<li>As part of its push to pursue <em>“closed-loop”</em> solutions, in December of 2020, mining company Rio Tinto <a href="https://aluminiuminsider.com/rio-tinto-to-add-us8-4-million-remelt-furnace-for-reycled-aluminium-in-quebec-plant/">announced</a> its plan to increase recycling capacity at its aluminum operations at Saguenay-Lac-Saint-Jean, Quebec, Canada. A $8.4 million project will involve the installation of a new remelt furnace to melt down aluminum cuttings from customers for use in rolling ingot production for packaging and automotive clients.</li>
<li>Chemistry giant BASF has <a href="https://www.basf.com/global/en/media/news-releases/2020/12/p-20-383.html">announced</a> a new <em>“Circular Economy Program”</em> in the context of which the company aims to process 250,000 metric tons of recycled and waste-based raw materials annually, replacing fossil raw materials. Specifically, BASF is developing a new chemical process to recover high-purity lithium from batteries with high yields.</li>
<li>Copper Miner Codelco has <a href="https://im-mining.com/2020/12/15/codelco-says-100-underground-equipment-electric-2030/">outlined</a> a set of five sustainability commitments. Among them are the reduction of its greenhouse gas emissions by replacing all production and logistics equipment in underground mines with electrical equipment, reducing unit consumption of continental waters, and recycling 65% of industrial waste.</li>
<li>Rio Tinto Fer et Titane (RTFT) metallurgical complex in Sorel-Tracy, Quebec <a href="https://www.mining.com/rio-tinto-enters-scandium-market-with-plant-in-quebec/">has developed</a> a sustainable process with a small environmental footprint to extract high purity scandium oxide from waste tailings in the titanium dioxide production process – obviating the need for additional mining for the sought-after material.</li>
<li>While delayed largely because of COVID, London-based miner Anglo American — as part of its FutureSmart Mining™ innovation program — is <a href="https://www.bloomberg.com/news/articles/2020-07-01/anglo-switching-to-hydrogen-powered-mine-trucks-in-green-shift">moving ahead</a> with the deployment hydrogen-powered (Fuel Cell Electric Vehicle or FCEV hybrid) large mining trucks, working in collaboration with global energy and energy services company ENGIE. A pilot truck is expected to be deployed in the first half of 2021 at the Mogalakwena platinum open pit mine in the north-western part of South Africa in Mokopane, Limpopo. If the technology proves successful, 400 mine-haul trucks of the company’s vehicle fleet could be rebuilt to use hydrogen fuel.</li>
<li>U.S. gold mining group Newmont in December 2020 <a href="https://www.pv-tech.org/news/gold-mining-group-newmont-to-invest-us500-million-in-solar-and-wind-projects">announced</a> a planned investment of US$500 million over the next five years into wind and solar technology to reach carbon neutrality by 2050. As part of the project, the company will study how to best inject solar, wind and energy storage projects into its operations and will work to develop new technologies.</li>
</ul>
<p>Of course, this list is only a small snapshot of what is happening in the resource sector as part of the push towards a circular economy, and we will continue to monitor and draw attention to innovative ways to sustainably greening the future going forward.</p>
